Jorge Rafael is a considered a senior statesman in commercial, banking and finance law. He has vast experience in establishing innovative and sophisticated legal structures implemented in the Paraguayan market.
Jorge Rafael is the daily legal advisor of Citibank NA, Lloyds Bank and BBVA, as well as the legal advisor of Asociación de Bancos del Paraguay, the association that embodies all banks incorporated in Paraguay. He has led the legal teams that counseled the Inter-American Development Bank, the International Finance Corporation, Corporación Andina de Fomento (CAF), among others, in project finance operations including the construction of private port facilities and industrial plants. He has also advised the World Bank in several projects for drafting bills of law related to Insolvency and Credit Protection.
Jorge Rafael has participated in the team that acted as local legal counsel for BBVA Paraguay as issuer in a Reg.S/R144 bond offering under New York Law for an aggregate amount of USD $100,000,000; Millicom International and its local subsidiary cell phone operator Telecel S.A. as issuer in a Reg. S/R144 bond offering for an aggregate amount of USD $300,000,000;
Jorge Rafael has led the team that advised Rabo Bank in the acquisition of a 40% stake in Banco Regional S.A. He has also advised ABN AMRO Bank in the transformation of its branch into a corporation and its subsequent sale to Banco Regional S.A. Jorge has also advised HSBC Group in the sale of its local affiliate to the Colombian group, GNB in a multi-jurisdictional regional sale. He has also advised numerous local corporations in merger operations.
